Invitations to Tender have been issued as the Local Authorities of Scotland look to create a second Scottish advertising services framework, in line with that already running from The Scottish Government.

The tender, which is being handled by procurement service Scotland Excel, is seeking advertising service providers to service ‘various establishments of Scotland Excel Member Councils’ which include NHS Scotland Health Boards, Special Health Boards and the NHS Scotland Common Services Agency (NHS Scotland).

Also included will be Strathclyde Police, Strathclyde Fire & Rescue and Glasgow Housing Association.

Nine agencies are being sought for the three year contract which has an estimated value of around £42m.

The award criteria for the contract will be Financial – 60%, Service – 20%, Quality – 18% and Contract administration – 2%.

Services needed include Recruitment Advertising, General Advertising and Ad Hoc Advertising/Special Projects.

Deadline for applications falls on 04/09/2009.

The Scottish Government is already running a largescale marketing services framework which works with Health Scotland, NHS24, Blood Transfusion Service, Quality Meat Scotland and other Government Departments.

I've had it on good authority they are planning for this second framework, to replace the first within 3 years

That last comment is total fabrication. Scotland Excel is a buying group for LOCAL government, whereas the other Frameworks are for National Government.

The point is it is ridiculous that they are setting up multiple Frameworks (at the taxpayer's expense) which could theoretically end up consisting of exactly the same suppliers.

It's keeping the Procurement teams in a job - they'll weather the recession no problem - but that's about all it will achieve.

I don't mean to be dim, but is it not strange that neither 'Effectiveness' nor 'Creativity' are mentioned as part of the cirteria? It appears to be just another box ticking exercise.

I run an agency in Northern Ireland and the process is the same over here -government accounts always go to the same circle of companies. It's pointless for anyone else to even bother pitching.

Why don't government bodies just be honest and stop waisting agencies time and cut out the tendering process - it lets them go straight to the agencies their know they are going to award the work to anyway and leaves the rest of us to get on with dealing with companies and organisations that are actually looking to see their advertising and marketing budgets effectively spent.

It is no surprise that the tender is presented in this way, nor that they are using exactly the same flawed process that applies to all industries not just advertising. What I find most disappointing and genuinely concerning about all public sector procurement is that neither the organistion conducting the tender nor their political masters can see that they are killing the life blood for Scotland to be smart and succesful. there needs to be a Cross Industry Sector initiative to stop this madness .

Time to use the interweb to our advantage:

1)Forward a link to this to everyone you know in the creative industries in Scotland.
2)Ask them to post their views.
3)The Drum can then print the lot off and post it to the MSPs who can do something about this.

RBS had fantastic turnover but they went bust, how about helping small businesses with experience and capable of doing the work rather than the financials!
