A collective of councils have joined forces in the hunt for an advertising agency to service their £7m business.
Wakefield Council, North Yorkshire County Council, Doncaster Council, Harrogate Borough Council, Craven District Council and Selby District Council are seeking an advertising agency under a new framework contract.
The contract will be for a three-year period with the potential to extend that agreement for a further 12-month period dependant upon a review coordinated by Wakefield Council as the lead authority.
The collaborative partners are seeking to utilise the framework for media buying; production; creative and design work; provision of advice around media and recruitment topics; advice provision on methods to further improve effectiveness and value for money through advertising; copywriting; provision of management information; brand management; executive recruitment services; and digital advertising services.
The councils aim to invite just five (but a maximum of eight) agencies to tender for the business. The invitation to tender also indicates that "the most economically advantageous tender" will be selected.
The date set for the receipt of tenders or requests to participate is Feb 10.
The estimated total value of purchases for the entire duration of the framework agreement is in excess of £7m.

We'll do it.
Anon 16:31 is also an idiot. It's woe, not woah. Unless he's trying to stop a horse.
Sorry, Anon 16.57. I was too slow on the buzzer, there.

But what is a 'mintue'? A tiny second day of the week?
"the most economically advantageous tender" will be selected. No creativity required here then....just the cheapest!
Look, whatever we do or don't think of 16.31, he/she has a point and a valid one at that. These suspicions don't appear from nowhere, they come as a consequence of local councils (and plenty of others) pushing paper round a desk so that they are seen to be impartial only to know that the decision about which agency to appoint has already been made. All this serves is to fan the flames of mistrust, cynicism and apathy within the creative industry. As a result, there will be plenty of agencies out there that could do a fantastic job, but won’t even bother submitting a tender because they have work to chase that they may actually be in with a shout of winning.
Don't knock 16.31, I think he's bang on. I've sadly worked on council business in the past, it's soul destroying but reasonably profitable. All you get is know it all civil servants with nothing to do all day apart from organise meetings.

Pitch Lesson No.1
It's not what you know. It's who you know.
End of lesson.
How true is that. How depressing is that. Still, it perhaps explains why there is so much lack luster work out there. Jobs for the boys does not always a great creative campaign make.

I'm confused as to why 15.53 wants to let the "suites" loose? En-suites? Presidential suites? The business sure is changing quickly these days!
