The University of Edinburgh is set to establish a multi-agency framework agreement for graphic design and related services.

The framework will involve up to 10 agencies through a four-year contract which will have a budget of between £700,000 and £1,600,000, with agencies offering graphic design and creative service, not including online, working across two Lots.

The first Lot is for ‘Projects’ which are either high value or will roll out over a length of time, and cannot be provided internally, and will be appointed through mini competitions. The budget to accompany this Lot is between £1,000,000 and £1,200,000.

The second Lot for ‘Products’ will offer low value one off projects which will not be involve mini competitions, but be appointed depending on rates and relevant experience. The budget for this Lot will be between £200,000 and £400,000.

Between 10 to 20 agencies are expect to be involved in the tender process for the framework, with five agencies being appointed to each Lot. The successful applicants will be awarded initial three-year-contracts, which could be extended by 12 months beginning 9 October 2011.

Tender documents will be made available until 6 May.

You would have thought that a world renowned seat of learning would have a more enlighten approach to working with the creative industry. Having a full scale pitch involving up to 20 companies sounds like a great gig for their internal procurement department, but a great deal of wasted effort for a lot of talented and well meaning creative companies. In my opinion. any organisation with a budget of this size should display a lot more internal discipline and be capable of self selecting which companies might be an appropriate fit to get involved in such a creative pitch. Talking of budget though, be under no illusion that the bulk of the spend will be media and print costs.

You'd have thought after the PR disaster over the St Andrews University tendering process, that someone in this sector would have learned from it.

But history continue to teach us that we learn nothing from it.

Why don't they just give it to St Andrews in house graphics & design department.
By all accounts they are very cost effective

Are the Tender documents free this time? They charged £50 in the past as an Admin fee.
