Two Scottish public sector marketing services Framework tenders have been released, one a ‘Fully Managed’ framework with up to three suppliers, worth between £15m and £20m, and another that could include up to 62 agencies, worth between £80m and £100m.

Two tender notices have been issued by for the public sector frameworks, which includes the Scottish Government, the Scottish National Park authorities, Scottish Police Authorities, the Forestry Commission, Scottish Fire & Rescue and more.

Both frameworks will last for up to four years, with the ‘Fully Managed’ one only appointing three agencies to work across services such as advertising, field marketing, partnership marketing, public relations, direct marketing, segmentation, digital marketing, digital technical services, search engine optimisation, usability, mobile marketing, design and event services.

It is understood that the 'Fully Managed' framework will only be used to outsource work usually conducted by marketing services departments if needed.

The second tender for the ‘Marketing Services Agreement’ states that up to 62 agencies could be appointed, also over a four year period for similar services; marketing communications, public relations, digital, research, design, direct marketing and events management.

This framework is essentially the same as the current marketing services framework and will once again see agencies appointed by disciplines. It is also understood that those appointed to the 'Fully Managed' framework could also be appointed to the larger framework.

Applications can be made for both until 9 January, with invitations to tender estimated to be released on 2 March 2012.

The previous marketing services framework drew a lot of criticism from the number of agencies appointed across differing service fields, with many gaining very little or no work whatsoever.

The Scottish Government marketing team will be one of the partner organisations within the frameworks, and will not be running either of the frameworks.
