Glasgow City Council’s multi-agency framework for the provision of marketing and promotions goods and services has been finalised, with an annual spend of £1.24m across 22 Lots.
The new framework, which covers the council’s marketing and promotions suppliers, was put out to tender in August last year and will be finalised today (19 January) and will run for two years, beginning on 20 February 2012.
The framework includes 22 Lots, with the Council having previously procured individual requirements on a case-by-case basis, and can be accessed by all Council services and all Arms length external organisations (ALEO’s).
In total, 233 suppliers expressed an interest in tendering for the framework , with 103 submitting Pre Qualification Questionnaires, and 68 suppliers being invited to tender.
In the end, no agencies were appointed to Lot 3 (Provision of Trophies and Medals with Logos) or to Lot 13 (Provision of Graphic Design Services for Basic Design Requirements) as the tender process found the rates offered not of ‘commercially best value’ as they were ‘significantly higher’ than existing rates. Both lots will now be re-tendered.

The creation of the tender is estimated to save £58,000 a year and will conclude on 19 February 2014 prior to the Commonwealth Games being held in Glasgow, although a two-year extension may be taken up.
