no surprise, as this is just what the private sector clients started doing two years ago. as an agency, you either play the game to keep hold of less income (less is sometimes better than none but not always) with the hope that you're at the front of the queue when it returns or you simply refuse and walk away.
different clients respect different actions.

as it's charity, not sure if he did it for minimal cost or not - but got to be worth a namecheck for the photographer involved. none less than matt cannon i believe. well done all, especially on the making of.
